Kathy joined the Partnership in October 2006. Kathy has many years of experience in the development and operation of HOME and CDBG funded programs, providing technical assistance to local nonprofit organizations, including Board development and training, transition planning, program development and implementation. Before joining the Partnership, Kathy compiled an impressive record of success as Development Director and then Executive Director of the Housing Partnership of the Fox Cities (HPFC), a nonprofit corporation based in Appleton, Wisconsin. During Kathy’s tenure, HPFC completed the renovation of over 50 existing homes, construction of more than 15 units of new housing, and redevelopment of an old factory complex into 32 apartments using Low Income Housing Tax Credits. Kathy holds a Master of Public Policy from the University of Michigan-Ann Arbor and a Bachelor or Arts from Kalamazoo College.
Debbie Narus, Project Manager, HOME Consortium, Waukesha County
Debbie joined the Partnership in 2007. As project manager she manages the day to day administrative duties for the HOME Consortium’s Downpayment Assistance, Rehabilitation and Purchase-Rehabilitation Programs. She has a comprehensive technical knowledge of the HOME and CDBG programs, and a thorough understanding of the underwriting process. She manages interactions between the homeowners, lenders, real estate agents, contractors and inspectors. Debbie holds a Bachelor of Arts and Sciences in History with a Minor in Secondary Education from Cardinal Stritch University, Milwaukee.
Heather Boggs, Program Assistant
Heather joined the Partnership in 2009. As Program Assistant she reviews applications and closed loan documents for the Downpayment Plus Program to determine borrower eligibility. She is also the primary liaison with participating lenders and potential borrowers in understanding the requirements of the program. Her other experience includes loan servicing, HOME Program Part 5 income calculations, City and County subsidy underwriting, NSP and HOME application review, and determining eligibility for rental applicants and potential buyers for properties owned by the Partnership. Heather holds a Bachelor of Arts in Political Science from the University of Iowa.
Rudy Barlow, Construction Manager
Rudy joined the Partnership in 2015. As Construction Manager he is responsible for the day-to-day management of our construction sites, working to develop the scope of work and bid packages for each project, and managing the rehab activities through to completion. At any one time, he may be responsible for 5 to 15 large construction and rehab projects. Rudy holds a Bachelor of Arts in Building Construction Management from University of Wisconsin, Platteville.
